You need to look up tutorials on youtube and use magic memory stick and a pandora battery.

Sorry, no there aren't any, Sims games for hand-held consoles are purely about story, nothing else.
If you want a great build mode on a Sims game, the best would probably be The Sims 3, the PC and Mac versions.
I don't know if the iPod Touch and iPhone versions have build mode or not.
